2C or Not 2C? AgEcon

Political attention has increasingly focused on limiting warming to 2°C. However, to date the only mitigation commitments accompanying this target are the so-called Copenhagen pledges, and these pledges appear to be inconsistent with the 2°C objective. Diverging opinions on whether this inconsistency can or should be resolved have been expressed. This paper clarifies the alternative assumptions underlying these diverging view points and explicits their implications. It first gives simple visualizations of the challenge posed by the 2°C target. It then proposes a “decision tree”, linking different beliefs on climate change, the achievability of different policies, and current international policy dynamics to various options to move forward on climate change.

The primary focus of this poster paper is to evaluate the cost-effectiveness of alternative control strategies for a number of simulated outbreaks of Foot-and-Mouth disease (FMD) in four agriculturally diverse Irish regions, examining for the first time, the potential role of emergency vaccination in the country. With the increasing threat of transboundary animal diseases due to globalisation, wider market integration and increased animal movement it is important that such an evaluation of control and eradication strategies be undertaken and contingency plans be put in place. A farm level assessment of the profitability of Entry Level Scheme participation in the Lincolnshire Wolds AgEcon

The paper builds on the results of previous studies investigating whether farmers profit by participation in the Entry Level Scheme (ELS). Standard payment levels (derived from points) under ELS are fixed at rates that are expected only to compensate farmers for income foregone and costs incurred. There is no profit element as such. There is therefore no reason to expect participation to be profitable. This work illustrates the preliminary findings of a participatory research process aimed at identifying responses for sustainable water management in a climate change perspective, in two river basins in Europe and Asia. The paper describes the methodology implemented through local workshops, aimed at eliciting and evaluating possible responses to flood risk. A Proposal for the Design of the Successor to the Kyoto Protocol AgEcon

The successor to the Kyoto Protocol should impose national ceilings on rich countries’ greenhouse gas emissions and promote voluntary abatement by developing countries. Our proposal gives signatories the option of exercising an escape clause that relaxes their requirement to abate. This feature helps to solve the participation and compliance problems that have weakened the Protocol. We support the use of carefully circumscribed trade restrictions in order to reduce the real or perceived problem of carbon leakage.

A Review of the Literature on Telecommuting and Its Implications for Vehicle Travel and Emissions AgEcon

In this paper, we review 20 relatively recent empirical studies of telecommuting, all of which focus on the trip reduction perspective. The studies include earlier ones with smaller datasets, such as some pilot studies of individual employers, and more recent studies based on broader surveys of both telecommuters and nontelecommuters. We focus on the results of the studies with respect to participation and frequency of telecommuting, the effects on vehicle-miles-traveled (VMT) and trips, and in some cases, the impacts on emissions and air quality. One of the major shortcommings of past environmental Kuznets curve (EKC) studies is that the spatiotemporal aspects within the data have largely been ignored. Abatement and Allocation in the Pilot Phase of the EU ETS AgEcon

We use historical industrial emissions data to assess the level of abatement and overallocation that took place across European countries during the pilot phase (2005-2007)of the European Union Emission Trading Scheme. Using a dynamic panel data model, we estimate the counterfactual (business-as-usual) emissions scenario for EU member states. Comparing this baseline to allocated and verified emissions, we conclude that both overallocation and abatement occurred, along with under-allocation and emissions inflation. Over the three trading years of the pilot phase we find over-allocation of approximately 376 million EUAs (6%) and total abatement at the member state level of 107 Mt CO2 (1.8%). Abatement Technology and the Environment-Growth Nexus with Education AgEcon

This article challenges the conventional result that a tighter environmental tax has no long-run effect on human capital accumulation in the presence of pollution arising from final output production. It demonstrates that the technology used in the abatement sector determines the existence and the direction of the growth-effect. A tighter environmental tax rises (respectively reduces) human capital accumulation in the presence of pollution arising from final production, if the abatement sector is relatively more intensive in human (resp. physical) capital than final sector. Addressing the wicked problem of water resource management: An ecosystem services approach AgEcon

This paper develops a systematic assessment of the sustainability of ecosystem services provided by rivers impacted by water storage projects. Given the conflicting preferences amongst stakeholders and the incomplete, uncertain and contradictory understanding about river ecology it is recognized that managing water resources sustainably is a wicked problem. In order to address this wicked problem, the methods of multi-criteria analysis and graph analysis are applied, in accordance with integrated water resource management, to assess the potential of investing in water storage projects and explore for sustainable solutions through the construction of an ecosystem services index.

This creates a potential incentive compatibility problem which, combined with an information asymmetry on farm land heterogeneity, could lead to adverse selection of farmers into the scheme. Agricultural Production with Change and Uncertainty: A Temporal Case Study Simulation of Colorado Potato Beetle AgEcon

Changes in climatic and policy environments combined with uncertainty related to stochastic environmental fluctuations make design of invasive pest policy challenging. These external changes are often exacerbated by changes in the species characteristics. We discuss facing local change and uncertainty when deciding ex ante on a specific policy strategy. Our empirical case deals with an invasive agricultural pest, Colorado potato beetle, and agricultural production in Finland. Invasions are modelled as temporally random events and stochasticity in key variables is built into the analysis. The viability of two specific policy options is evaluated given uncertainty and local change.

An Econometric Analysis of the Environmental Benefits Provided by the Conservation Reserve Program AgEcon
Fleming, Ronald A..
Over $1.7 billion has been spent on the Conservation Reserve Program (CRP) since 1985. The purpose of this study is to show that these expenditures have aided the environment. Rather than quantify changes in environmental variables, a spatial econometric model is used to test if CRP enrollments are greater in counties with poorer environmental quality. In seven of nine regions, CRP enrollments are higher in counties with an environmental concern. This positive finding justifies past expenditures by the CRP and supports continued funding as an environmental program. The CRP is targeting current environmental concerns that will lead to future improvement.

An Economic Assessment of the Amenity Benefits Associated with Alternative Coastal Protection Options AgEcon

Current government guidelines for the appraisal of coastal defence projects in the UK do not require that non-market amenity benefits to be considered . However, a new option in coastal defence, namely multi-purpose reefs, provides an opportunity to integrate coastal defence with significant amenity provision. This paper reports the findings of a choice experiment study that evaluated the amenity benefits of four alternative coastal defence systems currently being considered for Borth in west Wales. An Experimental Analysis of Compliance in Dynamic Emissions Markets AgEcon

Two important design elements for emission trading programs are whether and to what extent firms are able to bank emissions permits, and how these programs are to be enforced. In this paper we present results from laboratory emissions markets designed to investigate enforcement and compliance when these markets allow permit banking. Banking is motivated by a decrease in the aggregate permit supply in the middle of multi-period trading sessions. Consistent with theoretical insights, our experiments suggest that high permit violation penalties have little deterrence value in dynamic emissions markets, and that the main challenge of enforcing these programs is to motivate truthful self-reports of emissions.

An Experimental Examination of Target Based Conservation Auctions AgEcon

Conservation auctions (CA) are typically employed to increase the provision of Ecological Goods and Services (EG&S) for achieving environmental goals. This paper exmaines the ability of a CA to meet an environmental target. Previous research on this topic used the number of contracts as a target rather than some specified environmental goal. We used experimental economic methods benchmarked to a wetlands restoration case study to examine a target constraint that must be met by bidders rather than a budget constraint.
